A PROPOSED NEIGHBOURHOOD PLAN FOR HULME

What is a Neighbourhood Development Plan?

 

A NDP is a document that sets out planning policies for your area and can:

  • Protect local green spaces

  • Encourage better designed places

  • Bring forward housing that genuinely meets local needs.

 

It’s written by the local community and helps get the right types of development in the right place.

Preparing a NDP can take two to three years, and has a few key stages:

 

  • Evidence Gathering: gathering and analysing data on Hulme as it is today.

  • Community Consultation and Surveys: determining the priorities and idea of those living in Hulme.

  • Drafting the Plan: establishing a vision, setting objectives and planning policies. Independent

  • Examination: ensuring the plan accords with national and local policy.

  • Referendum: a referendum of all those on the electoral register in the Hulme Neighbourhood Area as to whether the Neighbourhood Development Plan should be used by Manchester City Council to help is decide planning applications.

Two community meetings, held on 30th April and 13th May 2026, were an open invitation to those living and working in Hulme to find out more about neighbourhood planning and to consider if they felt that a NDP should be prepared for some part (or all) of the Hulme area.

The broad agreement following these two meetings was:

  • That preparing a NDP might be a good idea.

  • That the Hulme Neighbourhood Forum (the body which would prepare the plan) should be an independent, time-limited body focused on neighbourhood planning.

  • That further engagement is needed with residents to determine the proposed Neighbourhood Area boundary.

  • That the next step is to find out how the City Council Planning Department sees the planning context, and what plan area they would agree to.

Background

The proposed preparation of a Neighbourhood Development Plan (NDP) for Hulme directly builds on the work of the Social Homes for Manchester Coalition (SH4M).

 

SH4M was formed in 2023 by residents and community organisations in some of Manchester’s lowest-income neighbourhoods. Working alongside partners including Community Savers/CLASS and Greater Manchester Tenants Union, the coalition has successfully influenced city-level housing policy through the Manchester Social Housing Commission, contributing to significantly increased social rent targets in the emerging Local Plan and the rezoning of the Aquarius estate in Hulme as a protected residential area.

 

At this stage, due to the fit with the aims of SH4M, it is possible for colleagues from Community Savers to provide some paid time to support the initial stages of scoping the preparation of a NDP for Hulme.
